From my research these are the 2 top linking resources available:

www.linkexchanged.com
Link Exchanged gets my attention because they rank #1 on Google for a number of competitive, link-getting related keywords like "reciprocal links".
Link Machine is regarded on good authority as the most full featured link exchange software.
The difference between the two is that Link Exchanged will get link partners for you. However Link Machine will enable you to easily find partners on your own.
I aim to try Link Machine.
